When a project involves more than one contractor, a Principal Contractor must be appointed in writing. They should be appointed as early as possible in the construction phase, so they can identify any risks to Health and Safety alongside the Principal Designer, and take steps to prevent these in the planning and implementation process.

A Principal Contractor plays a vital role in managing the Health and Safety aspects of a construction project involving more than one contractor. Appointed by the client, the Principal Contractor oversees the construction phase to ensure the project is executed safely and efficiently.

To fulfil this role effectively, the Principal Contractor must have the necessary skills, knowledge, experience, and organisational capability.

Responsibilities of a Principal Contractor

Below, we outline the key duties of a Principal Contractor under the Construction (Design and Management) Regulations 2015 (CDM 2015):

 

Planning and Coordination

  • Plan, manage, monitor, and coordinate the entire construction phase.
  • Prepare a written Construction Phase Plan before work begins, ensuring it is regularly reviewed and updated to remain fit for purpose.

Health and Safety Risk Management

  • Identify and mitigate Health and Safety risks to workers, contractors, and the public.
  • Liaise with the client and Principal Designer to ensure all risks are effectively managed throughout the project.

Site Welfare and Safety Measures

  • Provide and maintain suitable welfare facilities from the start of the project.
  • Take steps to prevent unauthorised access to the site.

Worker Engagement and Training

  • Consult and engage with workers about their health, safety, and welfare.
  • Ensure all workers receive site-specific inductions, training, and any necessary information to perform their tasks safely.

Competency Checks

  • Verify that anyone appointed has the skills, knowledge, experience, and capability to carry out their work safely and without risk to health.

Ongoing Health and Safety Management

  • Maintain arrangements for managing Health and Safety risks throughout the construction phase.
  • Liaise with the Principal Designer to share relevant information for pre-construction planning and coordination.
